The setting of Enchanting on character properties doesn't take effect

Greetings master of L2J,

Thank you for your hard work on the L2J till now but I have to tell you that there has still a little bugs on the server. Recently I found that I have set the all of EnchantChanceElement from default to 100 which means enchants will always succeed. But unfortunately it doesn't take effect. The Enchanting is randomly broken to become the crystal whatever enchanting weapons or arms on the newest version 2.6.3.0. Would you please tell me where to fix the code at? Thanks a lot.
