How could i activate Comunity Board and Mail?

I´ve already enable it by L2JConf, but when i try to open, that said that its offline...

Mail can't even be disabled by configs
communityserver.properties
EnableCommunityBoard = False

General.properties
CommunityType = 2

i think the old community board without community server is really fine and enough. no need to complicate things.

old community board should be used by those who can't even find out how to get the new one, nevertheless configure and run it...
