[Bug]Armor Grades

I set level 99 i get expertise r99 skill and i still have grade penalty lv 4. (maybe cuz skill is not edited?)
I tested what you reported and its invalid for me.
New character > lvl 99 > ISS class > Learn all skills > Put R99 weapon and R99 helmet and no penalty!
